    Nicholas Brooke

    Chairman, ULI Asia Pacific

    Nicholas Brooke who has lived in Hong Kong for the last 40 years is a Chartered Surveyor by profession and a Justice of the Peace (JP) and the Chairman of Professional Property Services Limited which is a specialist consultancy, based in Hong Kong, providing a selected range of advisory services across the Asia Pacific Region. He is a recognised authority on land administration and planning matters and is very much involved with a series of initiatives designed to improve the quality of life in Hong Kong and to enhance the built environment for the benefit of future generations. He has also participated in a number of major asset acquisitions and disposals, particularly in Asia and Europe and provided strategic advice to institutions and family offices looking to move into new markets. In July 2018, Mr Brooke was elected as the Asia Pacific Chairman of the Urban Land Institute (ULI), of which he is also a Lifetime Trustee. ULI’s mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. Mr. Brooke is also a keen advocate of the importance of innovation and technology here in Hong Kong and was closely involved with the establishment of the Hong Kong Science and Technology Parks Corporation, joining the Board in May 2001 and leading the development of all three phases of Hong Kong Science Park until he stepped down as Chairman in June 2014. He also is the Principal Advisor to the APEC Policy Partnership on Science, Technology and Innovation (PPSTI) which provides guidance to APEC and its 21 member economies on the priorities and projects to be pursued in responding to the challenges faced in the current rapidly changing world, largely in the fields of science, technology and innovation. Mr. Brooke was awarded the Gold Bauhinia Star (GBS) on 1 July 2018 in recognition of his distinguished public and community service.

    Khoo Teng Chye

    Director, NUS Cities and Practice Professor, College of Design and Engineering, National University of Singapore

    Prof Khoo is a Practice Professor jointly with the Faculty of Engineering and the School of Design and Environment. He was the Executive Director for the Centre for Liveable Cities, Ministry of National Development (MND), Singapore, since 2010 till December this year, and continues to be a Fellow at CLC. He was formerly the Chief Executive of PUB, Singapore’s National Water Agency(2003 to 2011), Chief Executive Officer/Chief Planner at the Urban Redevelopment Authority (URA)(1992 to 1996), Chief Executive Officer/Group President of PSA Corporation(1996 to 2002), President and Chief Executive Officer of Mapletree Investments and Managing Director (Special Projects) of Temasek Holdings(2002 to 2003). He sits on the Boards of Tropical Marine Science Institute of National University of Singapore (NUS), Institute of Real Estate and Urban Studies (NUS), the National University Health Pte Ltd (NUHS), Temasek Foundation Connects. He serves as a member of the Development Projects Advisory Panel (DPAP) set up by Ministry of Finance (MOF). He is an advisor to the Pictet Bank (Switzerland) Smart City Advisory Fund, and Vice-Chairman, Urban Land Institute Asia Pacific Executive Committee. He ia a Senior Fellow of the URA Academy, and a Fellow of the Singapore Academy of Engineers, and the Institution of Engineers, Singapore. Prof Khoo graduated with First Class Honours in Civil Engineering from Monash University, Australia. A President-cum-Colombo Plan Scholar, he also holds a Master of Science in Construction Engineering and a Master of Business Administration from the National University of Singapore. He attended the Advanced Management Programme at Harvard Business School. He was awarded the Meritorious Service Medal in 2018, the Public Administration (Gold) in 1996 and the Public Administration (Silver) in 1987 by the Singapore government. He was also conferred the Meritorious Service Award by the National Trade Union Congress in 2008.

    David Faulkner

    President, ULI Asia Pacific

    David Faulkner, president of ULI Asia Pacific, is a Chartered Surveyor with over 40 years of experience in the real estate industry in the United Kingdom and Asia. The Urban Land Institute (ULI) is a nonprofit education and research institute supported by its members. Its mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide. Established in 1936, the Institute has more than 45,000 members worldwide representing all aspects of land use and development disciplines. Before taking his current position, Faulkner was managing director of Colliers International, where he was responsible for valuation and advisory services in the Asia region. He joined Colliers International in 2003 after 15 years with Insignia Brooke and has been based in Asia for over 35 years. He has advised on a variety of major projects in Hong Kong SAR, China, and many markets in the Asia region. His expertise covers valuations, feasibility studies, development consultancy, and structuring investments in all the major real estate sectors. Faulkner is a ULI global governing trustee and is also a trustee of the International Property Measurement Standards Coalition (IPMSC), a past member of the International Valuation Professional Board of the International Valuation Standards Council (IVSC), a member of the Royal Institution of Chartered Surveyors (RICS) Global Valuation Forum, and a practicing member of the Academy of Experts.
