Eli is an expert in urban development, cities, sustainability and the built environment with experience on five continents. He is Director for Urban Planning and Development at Jacobs, based in Riyadh.
He is experienced in advising on urban development strategy, major infrastructure, masterplanning, large-scale urbanisation and regional strategies, and climate change strategy and policy. His commissions include new cities, urban regeneration, transit oriented development, reclamation and waterfront development, industrial, tourism and leisure projects.
Eli was previously adjunct associate professor at the University of Hong Kong, and Director of Atkins’ (now AtkinsRéalis) urban advisory and planning practice in South East Asia and Net Zero leader for Asia; Asia Practice Lead for Consulting, Strategy and Advisory; and Chair of Atkins’ Urban Planning Global Network. Prior to joining Atkins, he was at Arup in London, and co-founder of climate building retrofit startup localCarbon.
Eli is a graduate of The Johns Hopkins University and has an MSc in Town Planning from the University of Newcastle upon Tyne. He is a member of ULI Asia Pacific’s Executive Committee, was recently Vice-Chair of ULI Hong Kong, and is a member of the Asia Pacific Net Zero Product Council. Eli sits on the Hong Kong Institute of Urban Design’s governing Council and chairs its International and Mainland Affairs Committees, and is a member of the Pacific Basin Economic Council, a Fellow of the Royal Society for the Arts, sits on the Advisory Board of AMRACE in Malaysia, and was Chair of the International Infrastructure Forum net zero working group at the British Chamber of Commerce in Hong Kong.
